I have absolutely zero clue who Matt Roy is.
I'm not allowed to stay up to watch Kings games.
But when evaluating defencemen I've never heard of, I find the simplest, most accurate tool is to look at time on ice stats, because it reflects what the coach thinks of the guy's play - and I'm assuming the coach knows more than anyone.
Roy is:
3rd on the ice in TOI/GP for Kings D - and 2-4 are grouped within 40 seconds.
Tied for 3rd in EV TOI/GP.
He gets almost no PP time (looks like Doughty stays out for the full two minutes).
1st in PK TOI/GP.
Sure looks like 2nd pairing to me - on a team currently in a playoff spot. - Atomic Wedgie

Roy sounds exactly like the kind of guy Briesbois will trade 14 draft picks for at this year's deadline.

yeah, looks like a great fit for the Leafs.

Meh on Robertson, he’s a skate and shoot style winger who doesn’t net crash which is what the leafs need to replace Bertuzzi next year. Unless Nylander or Marner are moved Robertson is nothing more than a defensively liable third liner for the leafs. Is he worth something decent? Yeah. Is he useful for the leafs? No.

Kings tied up a lot of money into PLD and friends.
Clarke probably takes the 2nd pairing RHD spot next year...because they likely do not sign him for the 5Mish price tag he will command.
If Roy is traded it is for assets that can help them in goal. - Santo_44

That being said it could be a situation like Robertson in Toronto, there’s simply no job available in a higher up position due to others who are better in the same role for that particular team.

You and I perceive the sky as being blue because we don't see individual wavelengths. The retinas of our eyes have three types of color sensitive cells known as cones.The Earth's skies are actually violet, we just see them as blue. Light with "blue" wavelengths stimulate blue cones the most, but they also stimulate red and green just a little bit. I would love to teach you about Rayleigh scattering, but it would be equivalent to attempting to teach my border collie how to read a book.

Meh, not worth much in a trade, but a cheap body to fill a hole in the line up. Which the leafs will need next season.
If he could be added to boost a trade for the leafs to acquire an upgrade then do it.
But the leafs will need cheap players who can score.
And most cheap forwards usually arent the best defensively.

That’s what Daily Faceoff is saying but you’re right, they’ve got him and Clarke flipped for some reason when you look at the actual game stats. He only got back into action in late January so I think that site is a little behind on that. CBS Sports has him as a long time 2nd pairing guy as well.

Which line would you put him on? 3 or 4? That’s all they have available for a winger like him with his game style.

Roy costs $3.15 mill and unless the leafs offer the first the kings won’t consider keeping $1.575 million of his contract and taking on what the leafs would want to give up to be able to afford $1.575 million themselves.

I live out west in Calgary, Los Angeles is in the division, I've seen Roy play live more than the vast majority of leaf fans.
Roy would be a good secondary add, he is reliable in the defensive zone, he is worse with the puck than McCabe, he will play top 4 on a defence with minimal offense, his biggest value is as a 5th Dman, that plays up on matchups and PK.

What a player is worth is beyond talent. The leafs would also need cap space so they’d have to pay to get that as well.
I also reviewed his numbers. He’s getting the second pairing ice time 100%. It’s Englund and Clarke only getting 10-13 mins of ice time. Those two are the bottom pairing.
