I think this is a draft of take a WAG at a top 10 ranked player, as none of them are sure-fire top 6 players in the NHL.

Some are more likely than others, but I suspect he was talking about from where he thought the Habs could end up picking (10+), might not have been that exciting of a prospect (or, at least, one that may take 2-3 years of further development).

Now they might be in line for a top 5 pick, so perspective might change with better pick position.

At least, that is how I read it.
