1. This is not fraud and an attempt to live in the US illegally
That can obviously be dismissed
2. Devon Levi is not a security risk to the United States
This can be dismissed

Unless something has changed, there is no designated holding period to switch from a student to a worker's visa. Also, obviously the Sabres attorneys and Levis agent are experts in this specific matter. This is something on the govt side. Incompetence most likely.
