I do believe that the government has been the opposite of truthful about what happened on that day. That doesn't mean that they had to orchestrate it themselves either. The likelier answer is that the actual truth would lead to embarrassment for a lot of people that they wanted to avoid, if not something more criminal.

I'm of the belief that conspiracy theories are so popular because it's a lot more comforting to think that people's problems are the result of someone other than themselves.
