What many conspiracy theorists do is find and latch on to a small truth, magnify it and try to attach it to everything even if it's not there and have a million outcomes so that when 1 or 2 come close it's the I told you so

And when things don't go their way they say it's because the higher ups heard that the "truth" was being leaked so the powers that be had to change the outcome so that people like you have an excuse
