shouldn't they just suspend them for 41 games, half the season?

if say Tuch gets popped for the same thing and goes into phase 3 in mid August, not saying he would but using him for an example, then he would be out til mid Feb missing a lot more games

I think it’s more on the lines of 6 months to clean up and show you can maintain it, no matter how many actual games it winds up entailing.

It’s meant to be assistance, more than punishment.

Watching that Rangers team, they are loaded with about 15 guys I'd love to plug into this Sabres team. And they're all 30+ years old.

Obviously the NHLPA is a big part of setting up this system. Seems like the intent around it is right, but I don't know much.
