I think the point being made is that they are creating these distractions on purpose to flood the media with these conversations, that serve 2 purposes... 1) the media is not talking about the other things the administration is doing and 2) Use it to further create the illusion the media is biased, so that when they do talk about what the administration is doing, the media has less credibility.
