I think there is a bit of flawed logic here. You are using Fox as a singular entity but measuring him against a pair. At present, the Rangers don't have a top pair because they need that second defensemen.
I think Fox is a top pair defensemen when paired with a suitable counterpart. For a short while, Lindgren was good enough. I don't think Fox is elite enough to carry a pair all by himself like Makar can, and I'm not sure anyone other than Makar can do that.

This is the most rational statement, with sound logic, on the topic of Fox.
Adding to this logic, when an entire team not playing well, then all stats, metrics play will be depressed. If you take a player's play in a vacuum, such as this Rangers team this year, you will have skewed perceptions and numbers. For some players, such as LAF, FOX, Trochek, it think this applies.
For players such as Zib, Lindgren, Trouba and some others. You don't have a vacuum situtation, you have multiple years of information to judge.
