I think teams knew he was available but thought he was still in his country with no chance of getting out. Habs didn't want anyone to know he was there, hided him until their turn to pick.

what I do remember is seeing Svoboda coming out from under the stands, 18 y/o kid with long hair, and people going oh! ah!
