At this point I think I would settle for a pass, a shot, or a rebound that didn't skip over someone's stick.

I think I have seen more fanned shots and pucks bounce over sticks this series than the entire season combined.

Similar to the follow-through rule, it is to avoid accidents. In this case accidents that happen during the actual faceoff when the guys are bent way over. The faceoff was complete when this happened. The puck was no longer being contested at the dot by two bent over guys.

Leafs have to worst PP I hAve ever seen. How they haven't changed it after how awful it's been I'll never understand.

Try spitting it, try anything. They have so many good players, they need to split them to make more of them shooters.

They can do it, they just need to change it up.

I mean... are you talking about the faceoff with 10:15 left in the second period? Because... Matthews 100% has not yet stood up. The puck is 100% still at their feet being contested. Matthews is hit in the face by the follow through of Barkov's first attempt to control the puck. This is literally the exact situation the rule was written for.

Matthews is almost completely out of his crouch and is actually starting to skate forward away from the dot. You can see it about halfway through here:

A wild swing at a bouncing puck would not be considered a normal windup or follow through and any contact to an opponent above the height of the shoulders shall be penalized accordingly.
