Looks like they did loose power or were having Electrical difficulties. Guess there was a Mayday sent out from the Ship a Minute before it hit. Sounds like it could have been much worse, they started stopping Vehicles from crossing. Unfortunately there was some already on it. Plus a Construction crew working on Pot Holes is missing.
